The Minister for ICT and National Guidance, Chris Baryomunsi, has stated that the government is set to introduce the Evaluation Bill to regulate valuers and create an office for the Chief Government Valuer to reduce issues of unfair compensation.
During a press conference that took place on September 25, 2024, at the Uganda Media Centre, Kampala, Baryomunsi stated that the Cabinet decision chaired by President Museveni agreed to put in place the Evaluation Bill.
“Government can compulsorily acquire private property for different purposes like public health, security, etc. The owners of these properties acquired by the government have a right to fair compensation, while the government also needs fair pricing of the acquired assets,” he stated.
He added the bill would also introduce an institute of certified valuers in the country, stating that this would recognize the valuers.
“A body that will regulate the valuers will be introduced to regulate the professional conduct of the valuers. An office for the Chief Government Valuer will be put in place for the role of evaluating government agencies’ purchases and sales,” he added.
Evaluations are designed to provide evidence-based information that is credible, reliable, and useful, enabling the timely incorporation of findings, recommendations, and lessons into the decision-making processes of the implementing agencies.
In the context of government, evaluations strengthen accountability regarding government policies and programs and, therefore, fall within parliament’s oversight role.
