The Whistleblowers Protection Act exists, but it is underfunded and ignored. Powerful bosses still use paperwork and technicalities to ruin anyone who disrupts their "eating" chain. When a whistleblower is blacklisted, then a headline about UGX 41 billion recovery won't make sense since it will not pay their rent or protect their family from the thieves who have been exposed.

UNOC’s bulk procurement system and strategic fuel reserves provide some protection against sudden supply disruptions. The company is responsible for bulk petroleum imports and has a mandate to manage storage facilities and strategic reserves, measures intended to strengthen Uganda’s security of supply. However, strategic reserves cannot repeal the laws of the global oil market. If international crude prices remain elevated, the cost of replacing imported fuel eventually rises. Ultimately, the lesson from Gongodyo’s death is clear: justice cannot be delivered by an angry crowd. Uganda must strengthen public trust in law enforcement, promote civic education, and hold perpetrators of mob violence accountable. Only then can the country prevent similar tragedies and ensure that no innocent person loses their life simply because they were in the wrong place at the wrong time.
