The Ministry of Health has clarified that Dr. Robert Candia, a Senior Dental Surgeon at Arua Regional Referral Hospital, has not been suspended and continues to perform his duties following controversy over a suspension reportedly ordered by State Minister for Health Anifa Kawooya.
The controversy arose after Dr. Candia was reportedly accused of disrespecting the minister by speaking to her with his hands in his pockets, a gesture commonly referred to as “pocketing.” Reports highlighted that the minister ordered his suspension after the incident.
The decision prompted the Uganda Medical Association (UMA) to condemn the action, calling it an unlawful suspension. The association demanded the immediate withdrawal of the decision and called for an end to what it termed as political theatrics in health facilities.
In a public statement dated October 16th, 2026, the Permanent Secretary for Ministry of Health, Dr. Diana Atwine clarified that Dr. Candia had not been suspended.
Atwine emphasised that the government has established procedures for handling disciplinary matters and that any action against public servants must follow the applicable public service regulations.
“I encourage all health professionals to uphold the highest professional standards and remain focused on providing quality, uninterrupted healthcare,” Atwine said.
She reaffirmed the ministry’s commitment to constructive engagement with health workers, accountability, and quality patient care.
The clarification highlights the importance of following established disciplinary procedures while addressing concerns about professional conduct in public health facilities.
