The ongoing eviction drive by the Uganda Railways Corporation (URC) is not a sudden surprise. By law, railway tracks require a 60 metre wide reserve corridor, of 30 metres on each side to keep the public safe and leave room for future projects, like the new Standard Gauge Railway (SGR). Therefore building a home, a shop, a school or a church inside this zone is legally considered trespassing on public property.

Imported goods are costing more, as the Ugandan Shilling is weakening and already at UGX 4,000 for just 1 US Dollar. If you buy goods, spare parts, or materials from abroad, you now need a lot more Shillings to buy the same amount of stock compared to before.

“The government is also coordinating with the Ministry of Lands to cancel any registered titles within the reserves,” Ssengendo stated, signaling an intent to legally wipe out payout claims.

“Our local hotels, beaches, and resorts serve as core economic drivers, but critical access roads have been left deteriorating for decades,” Mayor Rulinda noted, adding that the uplift will restore Entebbe’s image as the premier gateway to the country.

“They secretly carved up URC land, printed official land titles, and sold them to unsuspecting families and developers. Believing their papers were legal, citizens spent their life savings building permanent homes and multi-story concrete buildings, which are now being destroyed,” Byamukama noted.

The Whistleblowers Protection Act exists, but it is underfunded and ignored. Powerful bosses still use paperwork and technicalities to ruin anyone who disrupts their "eating" chain. When a whistleblower is blacklisted, then a headline about UGX 41 billion recovery won't make sense since it will not pay their rent or protect their family from the thieves who have been exposed.

To resolve this, the ministry is designing a dedicated national health insurance scheme for seniors. Under the proposed framework, UGX 5,000 from the enhanced UGX 35,000 monthly stipend could be automatically funneled into an insurance pool, bypassing the age limitations traditional private insurers impose on individuals over 75.

UNOC’s bulk procurement system and strategic fuel reserves provide some protection against sudden supply disruptions. The company is responsible for bulk petroleum imports and has a mandate to manage storage facilities and strategic reserves, measures intended to strengthen Uganda’s security of supply. However, strategic reserves cannot repeal the laws of the global oil market. If international crude prices remain elevated, the cost of replacing imported fuel eventually rises. Storage can provide breathing room but it cannot permanently insulate Uganda from international prices.

When the Uganda Revenue Authority (URA) aggressively enforces digital systems like EFRIS or increases implicit transaction levies on an economy already choked by a 4.1% inflation rate, it doesn’t create wealth but panic. 

This approach is geared towards ensuring the highest privacy-preserving safeguards. Social media services and video-sharing platforms will also be required to perform age verification when a new account is created. For existing accounts, providers must estimate the user’s age based on reasonable proxies, such as account creation dates and credit card details.
