Former Uganda Prisons Service (UPS) warder Lawrence Ampe has been released on police bond after spending several weeks in detention over alleged cyber-related offences, months after his dismissal from the force for engaging in partisan political activity.

Ampe, who was formerly attached to Ngora Prison, was released on Thursday, 5th February, 2026, with police confirming that investigations into his online activity are still ongoing. Authorities said he is required to report back when summoned.

Ampe gained public attention for his frequent social media commentary on governance, prison welfare, and national politics.

Some of his posts expressed views sympathetic to opposition figures, particularly National Unity Platform (NUP) leader Robert Kyagulanyi, popularly known as Bobi Wine, sparking national debate over political expression by serving security personnel.

In a dismissal letter dated 17th December, 2025, the Uganda Prisons Service cited violations of regulations that prohibit serving officers from engaging in partisan politics or making unauthorized public statements. The letter indicated that Ampe’s termination took effect on December 9th, 2025.

Uganda Prisons Service spokesperson Frank Baine emphasized that political neutrality is a core requirement for serving officers, noting that involvement in partisan activities undermines discipline and institutional integrity.

“Serving officers must remain politically neutral. Engagement in partisan politics compromises discipline and the professional standards of the institution,” Baine said.

He added that Ampe’s arrest under Uganda’s cyber crime laws followed his dismissal, although police have not publicly disclosed the specific online actions that resulted in the charges.

Ampe’s release on bond has provided temporary relief for him and his supporters. However, ongoing investigations into cyber-related offenses and political activity emphasize the importance of due process, while highlighting the careful balance between lawful expression and the professional responsibilities of security personnel in Uganda.
