    Baryomunsi: President Museveni Directs Tax Exemption for Medical Workers’ Payments

    The Health Minister, Dr. Chris Baryomunsi has told Parliament of Uganda that President Yoweri Kaguta Museveni has directed the government to review the taxation of payments made to medical workers.

    Baryomunsi made the revelation on Tuesday, August 18th, 2026, during a parliamentary plenary session, saying President Museveni guided that medical workers should not have their payments taxed in the same manner as other public servants.

    “The President is of the view and has guided that we should not subject the pay of medical workers to tax the way it is done to the soldiers and other armed forces,” Baryomunsi said.

    The minister noted that the directive is part of broader efforts to address challenges affecting Uganda’s health workforce, including remuneration, recruitment, deployment and the absorption of medical graduates into the public health system.

    He said cabinet had directed the Ministry of Health to prepare a comprehensive report on human resources in the health sector within six months. However, Baryomunsi said he intends to complete the report much earlier.

    “Cabinet has directed me to prepare a report within six months, but I will do it within two months to address all these issues of human resources in the health sector,” he said.

    The minister’s remarks come amid renewed debate over the welfare and remuneration of medical workers, following concerns surrounding the facilitation of medical interns.

    The proposed tax review follows cabinet discussions on Monday, August 17th, 2026, concerning the facilitation of medical interns.

    Under the revised arrangement, all medical interns are expected to receive equal monthly facilitation, with the government reviewing the broader health workforce framework.
