Chairman of the Uganda People’s Congress (UPC) electoral commission, Hajji Kazimbiraine Mahmoud has disqualified one of the two presidential aspirants for the party.
Dennis Adim Enap has been disqualified from the aspiring UPC party presidency for failure to abide by the party electoral guidelines.
He is also charged with failure to abide by the party roadmap for 2025/2026 and breaching the framework of the UPC constitution 2008 as amended.
“The party is in possession of your letter dated 26th May, 2025 where you sign off as “nominated unopposed party president”, a title you do not qualify to hold at the moment as per the provisions of the UPC constitution 2008 as amended and regulations governing aspiring candidates of the party,” said Hajji Kazimbiraine in a statement dated July 20, 2025 read to the media.
This was on July 22, 2025 at a press conference held at the party headquarters at Uganda House.
He also said that Mr. Adim Enap on May 20th, 2025 sent out misleading bulky message to the party members and the media in which he alleged that he had returned nomination forms for the party presidency and that according to the constitution, he is the only nominated candidate.
“You did not stop there, on July 18, 2025, you sent another misleading bulky message n which you said that, “Court has disqualified Jimmy Akena and declared Dennis Adim Enap as president unopposed, we shall issue an official statement, party president Enap”, an order which was not in the ruling,”.
“Therefore you having grossly violated the electoral roadmap, guidelines and the party constitution 2008 as amended, you are hereby disqualified forthwith as an aspiring candidate from the process of elections of the UPC party president,” Kazimbiraine said.
“This is also to notify you that the certificate of nomination issued to you on 22nd May 2025 was issued in error and contradicts Article 11.2(6) which requires that nomination of aspiring candidates for UPC party presidency is done at the district conference that you have not been subjected to. This is therefore to revoke that nomination certificate,” Kazimbiraine affirmed.
