
The District Health Officer (DHO) of Alebtong District, Dr. Odung Tony, has been arraigned before the Anti-Corruption Court on charges of causing financial loss to the government amounting to UGX 165,520,800.
Dr. Odung was presented in court on 24th February 2026, by the State House Anti-Corruption Unit (SHACU), working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
According to a statement issued today by the State House Anti-Corruption Unit, the charges arise from alleged irregular payments and failure to adhere to established procurement procedures during the 2019/2020 financial year.
Prosecutors allege that Dr. Odung, in collaboration with two senior district officials who are currently evading arrest, authorized an irregular payment of UGX 165,520,800 to Otada Construction Ltd.
The funds were reportedly released without securing an advance payment guarantee for the upgrade of Angweta Health Centre II and Angwei Health Centre II to Health Centre III status.
The two officials named in the case are the former Chief Administrative Officer (CAO), Otim Ben Ogwette, and the Chief Financial Officer (CFO), Andeoye Stephen.
Investigators contend that Otada Construction Ltd later abandoned the project, resulting in a direct financial loss to the government.
Following his court appearance, Dr. Odung was remanded until March 5, 2026, while criminal summons were issued for the former CAO and CFO, directing them to appear in court on the same date for plea taking.
“Dr. Odung is remanded until March 5, 2026. The former CAO and CFO must appear in court on the same date for plea taking,” the magistrate ordered.
The case adds to ongoing efforts by anti-corruption agencies to strengthen accountability and enforce compliance with public finance and procurement regulations across local governments.
