President Yoweri Kaguta Museveni has challenged the newly appointed Cabinet Ministers and Ministers of State to focus on Uganda’s socio-economic transformation, urging them to place national development above personal interests and embrace ideological clarity in public service.
Speaking at the opening of the 10-day Cabinet Induction Retreat at the National Leadership Institute (NALI) in Kyankwanzi on June 15th, 2026, the President described leadership as a responsibility rooted in sacrifice, discipline, and service to the people.
“This is a place of sacrifice. The NRM is a party of sacrifice,” President Museveni said, warning against leaders who use public office for personal gain.
The President expressed concern over what he called a decline in political and ideological awareness among some leaders, emphasizing that effective leadership requires a clear understanding of how to improve citizens’ livelihoods.
He reiterated that Uganda’s central challenge remains socio-economic transformation, calling on ministers to accelerate efforts to move households from subsistence living into the money economy through commercial agriculture, manufacturing, services, and ICT.
President Museveni also stressed the importance of value addition, industrialization, and wealth creation, arguing that Uganda must process and market its products locally to maximize economic benefits and create jobs.
“In this Kisanja, I do not want any excuses. The challenge is socio-economic transformation,” he said.
Vice President Jessica Alupo and Prime Minister Robinah Nabbanja pledged Cabinet’s commitment to fighting corruption and delivering government programmes, while Head of Public Service Lucy Nakyobe urged ministers to focus on results and lead by example.
The retreat, themed “Leading Government with Integrity, Discipline and Results: Delivering Uganda to Upper Middle-Income Status,” is aimed at aligning ministers with the government’s development agenda for the 2026–2031 period.
