
A Parish Chief in Koboko District, has been sentenced to six months in prison after pleading guilty to the theft of funds intended for the Parish Development Model (PDM) program.
John Taban Moro was also ordered by the Koboko Chief Magistrates Court to refund the stolen money, which he has since done.
In a message made public on twitter (X) on Friday, July 25, 2025, the State House Anti-Corruption Unit (SHA-CU) said the court issued a stern warning to all civil servants, emphasizing the severe consequences of misappropriating funds meant for poverty eradication initiatives.
The conviction followed a joint investigation by the Anti-Corruption Unit, the Criminal Investigations Department (CID), and the Office of the Director of Public Prosecutions (ODPP), which uncovered evidence that Moro had diverted millions of shillings intended for PDM to unauthorized payments, including to his family members, in violation of PDM guidelines.
Under PDM rules, civil servants and immediate family members are prohibited from benefiting from the funds, a violation that Moro committed when he paid money to his father, brothers, and sister-in-law.
“This action was in direct violation of the PDM guidelines, which prohibit civil servants and family members from the same household from benefiting from PDM funds,” SHA-CU said in the statement.
The case underscores ongoing efforts to curb corruption within Uganda’s public service, especially concerning the misuse of funds meant for poverty reduction.
