The government is considering introducing agricultural insurance to protect Parish Development Model (PDM) beneficiaries from natural disasters.
The announcement was made by Dr. Denis Ssozi Galabuzi, head of the PDM Secretariat, during a leaders’ meeting for the Rwenzori sub region held at Bumadu Primary School, Bundibugyo, on April 13, 2025.

Dr. Galabuzi noted that several farmers have lost livestock and crops due to natural calamities, affecting their ability to repay the Parish Revolving Funds.
The proposed insurance scheme aims to cushion such farmers and ensure loan recovery is not hindered.
“The proposal is to support affected farmers to repay their funds, as many have lost goats, pigs, and poultry,” Galabuzi said.
He added that the Ministry of Finance is reviewing the proposal ahead of Cabinet presentation.
Farmers have repeatedly appealed to President Museveni during his regional tours to pardon those affected by disasters.
In response, the President acknowledged the issue and hinted at plans to support them.
