EC to Start PWD Mapping for Inclusive Elections in 2026

Disabled voters have historically faced several impediments, but the EC is attempting to remove these barriers in an effort to hold more inclusive elections. According to the amended 1995 Electoral Commission Act, the electoral process must be inclusive and conducted under conditions of freedom and fairness.

Uganda’s Electoral Commission (EC) is taking steps to ensure that Persons With Disabilities (PWDs) can fully participate in the electoral process ahead of the 2026 general elections.

According to EC, the mapping process will begin on November 4–13, 2024.

Julius Mucunguzi, the EC spokesperson, said that the mapping will cover primary disabilities, including physical disabilities, hearing and visual impairments, and mental disabilities, among others.

He emphasized the importance of the initiative of this exercise, stating that the results will guide future planning as well as the selection of locations, survey materials, and communication channels to encourage equity in 2026.

“This exercise will map and categorize disabled persons to establish the nature of their disabilities and the barriers they face in participating in elections,” he said.
