Police Arrest Two for Selling Counterfeit Tororo, Hima Cement in Luwero

Police in Luwero District have arrested two individuals suspected of trading in counterfeit Tororo and Hima cement.

The arrests followed an intelligence-led operation conducted on Saturday, April 5, 2025, at Kasana Market and Kalongo Zone, both located within Luwero Town Council.

Savannah Regional Police Spokesperson Sam Twiineamazima confirmed the arrests, saying investigations were launched after officers at Luwero Central Police Station received a tip-off about a hardware store on Kasiso Road allegedly involved in producing fake cement.

Acting swiftly, police arrested one of the suspects, identified as Onyango Ronald, and cordoned off the area.

A joint team comprising the District Police Commander (DPC), Regional Internal Security Officer (RISO), District Internal Security Officer (DISO), Scene of Crime Officer (SOCO), and Officer in Charge of Criminal Investigations (OC CID) conducted a thorough search at the hardware store and Onyango’s residence in Kalongo.

“During the operation, several exhibits were recovered, including bags of suspected counterfeit Tororo, Hima, and Fundi cement, empty branded packaging bags, and suspected fake cement materials concealed in two ordinary sacks,” Twiineamazima said.

A second suspect, identified as Mutesasira Dauda, was also apprehended to assist in ongoing investigations.

Police have registered a case of counterfeiting, recorded statements from key witnesses, and collected samples for forensic analysis.

Authorities have since notified the Uganda National Bureau of Standards (UNBS) and the manufacturers of Tororo and Hima cement to participate in the investigation and provide official statements.

Police say further inquiries are underway, and the suspects remain in custody pending prosecution.
