The Judiciary has launched a comprehensive Anti-Sexual Harassment Campaign at the Fort Portal High Court Circuit to raise awareness and equipping staff with the tools to eliminate workplace harassment.
Supreme Court Justice Prof Lillian Tibatemwa-Ekirikubinza, Chairperson of the Judiciary’s Anti-Sexual Harassment Committee, led the campaign with a presentation on the Judiciary’s Anti-Sexual Harassment Policy, supplemented by video clips.
She outlined the Committee’s mandate, which includes sensitizing staff, integrating policy training into induction programs, maintaining continuous awareness, and providing skills to prevent and address harassment.
“The Committee is also responsible for handling complaints fairly and effectively,” Tibatemwa stated.
She urged courts to appoint focal persons as primary contacts for harassment concerns, allowing additional time for appointments if necessary, and encouraged staff to familiarize themselves with the Administration of the Judiciary (Establishment of Committee) Regulations, 2023, which established the Committee as a standing body under Regulation 29.
Justice Vincent Emmy Mugabo, Head of the Fort Portal High Court Circuit, reinforced the Judiciary’s duty to implement policies, investigate complaints, and protect victims from retaliation.
He highlighted challenges posed by inappropriate relationships and noted that ignorance of reporting mechanisms perpetuates harassment.
Justice Mugabo urged staff to courageously report incidents, emphasizing that sanctions are essential to uphold professionalism and dignity.
He further acknowledged that sexual harassment remains a widespread issue across the Public Service, calling for coordinated efforts through committees within the Judiciary, Ministry of Public Service, and district structures.
The Anti-Sexual Harassment Campaign at Fort Portal High Court addresses immediate concerns but also lays the foundation for sustained efforts to eradicate sexual harassment across the Public Service, ensuring a safer and more equitable environment for all.
