IGG Warns Harsh Penalties for Public Servants Failing to Declare Wealth

The Leadership Code Act, Cap 33, requires leaders under the Second and Third Schedules of the Leadership Code Act, Parts A and B, to declare to the Inspectorate of Government (IG) their income, assets, and liabilities every two years in the month of March.

The Inspector General of Government (IGG), Beti Kamya Turwomwe, has issued a stern warning to leaders who fail to submit their declarations of their wealth during the designated period.

Speaking shortly after announcing the 2025 roadmap for the next declaration, Kamya said any leader or public servant who is found to be a culprit will be punished by the tribunal.

Kamya cited the previous declaration, which saw a good number of leaders who did not submit their declarations in March 2023 prosecuted in the Leadership Code Tribunal.

She made the statements during a press conference at Uganda Media Centre on Tuesday, February 4, 2025.

“Be careful, be sure that you do not fall among this category, because this time, round with increased awareness, they are going to have harsh reprisals,” Kamya stated.

She mentioned that there would be no extension period for the exercise, given the laxity by most individuals who prefer to declare their assets within the final weeks of the exercise, risking violating the law.

Kamya revealed that this year’s declaration exercise will run from March 1 to 31, 2025.

The Leadership Code Act, Cap 33, requires leaders under the Second and Third Schedules of the Leadership Code Act, Parts A and B, to declare to the Inspectorate of Government (IG) their income, assets, and liabilities every two years in the month of March.

Kamya urged the public and the media to submit to the Inspectorate of Government any assets of leaders that they believe were dubious.

This year’s declaration period, themed Enhanced Accountability Through Wealth Disclosure, reinforces the government’s commitment to curbing corruption, illicit wealth accumulation, and conflicts of interest in leadership.
