Four Kapchorwa Municipal Officials Charged Over Road Maintenance Irregularities

According to court documents, the four officers failed to supervise and ensure compliance with project guidelines for several roads funded under the one-billion-shilling Road Maintenance Grant allocated to districts and municipalities.

Four officials from Kapchorwa Municipal Council have been arraigned before the Chief Magistrate’s Court in Kapchorwa over alleged neglect of duty and conspiracy to commit a felony linked to road maintenance projects within the municipality.

The State House Anti-Corruption Unit (SH-ACU) confirmed the arrests on Wednesday, November 19th, 2025, which were executed in collaboration with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID).

The suspects are identified as Bob Cherop (Acting Municipal Engineer), Alex Cherotich (Assistant Engineering Officer), Silver Atebeni Chekwurui (Assistant Engineering Officer), and Patrick Kusuro (Roads Inspector).

According to court documents, the four officers failed to supervise and ensure compliance with project guidelines for several roads funded under the one-billion-shilling Road Maintenance Grant allocated to districts and municipalities.

The affected road projects include Chebukat Road, Kapenguria–Upper Cheptui Bridge Road, Siron–Towut Road, Kapteret–Kaptul–Kabat Road, Kaptul–Kapnyikew Road, Munda–Kinyanga–Bulambuli Road, Chesikwa Road, Barawa Road, and Atar–Kamukes Road.

The grant covered the 2023/2024 and 2024/2025 financial years, but it is alleged that the accused officers failed to ensure the execution of approved works such as graveling and culvert installation.

“Despite full payments being made to service providers, no tangible progress was achieved, resulting in poor road conditions and significant financial loss to the municipality,” SHACU said.

Authorities say that their negligence contributed to the failure to complete any road maintenance projects for two consecutive financial years, undermining service delivery and infrastructure development in Kapchorwa Municipality.

All four suspects have been remanded until December 3, 2025, as further investigations into the mismanagement and suspected embezzlement of funds are ongoing.
