UGX 100 Billion Road Upgrade Underway in Entebbe Ahead of AFCON

“Our local hotels, beaches, and resorts serve as core economic drivers, but critical access roads have been left deteriorating for decades,” Mayor Rulinda noted, adding that the uplift will restore Entebbe’s image as the premier gateway to the country.

Entebbe Municipality is undergoing a major road infrastructure upgrade following the allocation of UGX 100 billion in central government funding to pave more than 20 kilometres of deteriorating roads.

The project aims to improve road connectivity, support tourism and strengthen the town’s transport infrastructure ahead of the Africa Cup of Nations (AFCON), scheduled for September 2027.

Construction teams have mobilised heavy machinery to rehabilitate several roads serving key economic and tourism areas, including hotels, beaches, resorts and residential neighbourhoods.

Municipal leaders said the project presents an opportunity to address longstanding infrastructure challenges and sustain urban development following the conclusion of the World Bank-funded Uganda Support to Municipal Infrastructure Development (USMID) programme.

Fabrice Brad Rulinda, the Mayor of Entebbe Municipality, said the town’s road network had long required a major upgrade.

“Our local hotels, beaches, and resorts serve as core economic drivers, but critical access roads have been left deteriorating for decades,” Mayor Rulinda noted, adding that the uplift will restore Entebbe’s image as the premier gateway to the country.

The Entebbe Town Clerk, Emmanuel Mugisha Gakyaalo said the municipality was accelerating implementation to ensure the roads are completed within the planned timeframe.

“With heavy grading escalating this week, our core focus is ensuring these critical transit networks are entirely open by mid-2027. This timeline leaves a narrow, crucial few months of breathing room before the tournament kicks off in September 2027,” Gakyaalo said.

The project covers several priority roads and urban areas, with contractors undertaking excavation, road surfacing, foundation reinforcement and drainage improvements.

Chu Road and Muana Road are undergoing excavation and tarmac installation to improve access to shoreline resorts and other tourism facilities.

On Seu Road, construction teams are reinforcing road foundations to improve connectivity between residential areas and the municipal centre.

In Kiwafu and Kitoro, the works include widening drainage channels and upgrading road surfaces to reduce the impact of seasonal flooding on the business district.

The road improvements are expected to enhance mobility for residents, businesses and visitors while improving access to key tourism destinations.

Meanwhile, municipal officials have advised motorists travelling towards the shoreline to expect minor delays during morning and evening peak hours due to ongoing excavation works.

Traffic safety marshals are being deployed along active construction corridors to guide road users and improve safety. Commuters have also been encouraged to use alternative municipal routes around Kitoro to avoid central construction zones.
