Opposition Leadership Structure Confirmed as Ssenyonyi Maintains LoP Position in 12th Parliament

The National Unity Platform (NUP) has confirmed its opposition leadership structure in Uganda’s 12th Parliament, formally setting out key appointments that will guide the opposition’s legislative and oversight agenda following the 2026 general elections.

At the helm of the opposition remains Joel Ssenyonyi, who retains his position as Leader of Opposition (LoP). Ssenyonyi, who previously served in the same role during the 11th Parliament, continues to anchor the opposition’s coordination in the House, focusing on government accountability and legislative scrutiny.

In the new parliamentary arrangement, George Musisi has been appointed Chairperson of the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), one of Parliament’s most powerful accountability committees.

COSASE is responsible for examining Auditor General reports, probing financial management in public institutions, and investigating cases of alleged mismanagement in statutory authorities and state enterprises. The committee regularly holds public hearings involving senior government officials and heads of public agencies.

John Baptist Nambeshe has been named Parliamentary Commissioner representing the opposition, positioning him within Parliament’s leadership structure where he will participate in administrative and procedural decision-making on behalf of the opposition bloc.

The confirmed leadership structure signals NUP’s intent to strengthen coordination within Parliament and reinforce its oversight role over government institutions. With a strong parliamentary presence, the opposition is expected to prioritise accountability, public resource management, and institutional transparency.

COSASE, in particular, remains central to Parliament’s watchdog function, tasked with ensuring proper use of public funds and addressing financial irregularities across government agencies, including major state enterprises and commissions.
