The Patriotic League of Uganda (PLU) has declared the Presidential Advisory Committee on Exports and Industrial Development (PACEID) an illegal entity and a hub of corruption, directing that no government agency or local government should deal with it.
Addressing journalists at a press conference on Thursday, August 27th, 2026, at the Office of the National Chairman on Kyadondo Road, the Executive Secretary, Daudi Kabanda said the action followed a directive from PLU Chairman and Chief of Defence Forces, General Muhoozi Kainerugaba.
Kabanda explained that President Museveni had earlier abolished NAADS and created Operation Wealth Creation under a proper legal framework.
He said PACEID does not fit within any established government structure, yet it receives quarterly funding from Vote 001.
“Mr. Odrek Rwabwogo was appointed as a Senior Presidential Advisor on Special Duties, not as a Chairman of PACEID,” Kabanda stated.
He questioned who appointed Rwabwogo as chairman, who serves as accounting officer, how staff were recruited, and where accountability is submitted.
Kabanda alleged that Rwabwogo had been involved in several irregularities. He cited a case in which a Chinese company was allocated five square miles of land in Nshaara for a beef factory, but the titles were later changed into Rwabwogo’s name and the project never materialised.
He further claimed that a company registered to supply milk, Tomosi Group Limited, had been used to supply helicopters to South Sudan and was now seeking payment of 14 million US dollars from the Ugandan government. Kabanda urged the Ministry of Finance not to release the funds, arguing that the arrangement was irregular.
The PLU official said PACEID operates in a grey area of unaccountability and uses the President’s name to obtain land and other benefits.
He called on all government entities to cease dealings with the outfit as directed by the Chief of Defence Forces.
