President Yoweri Kaguta Museveni on Thursday cautioned local leaders against turning politics into a personal survival project and a job but a service to the people.
Addressing a charged campaign rally at Kaliro Town Council Playground, where he unveiled the NRM Manifesto for 2026–2031, the President said many political conflicts arise when leaders treat public office as a source of income rather than responsibility.

“Politics should not be your livelihood, With money or without money, you must serve” Museveni said, drawing applause and laughter from the crowd.
Using anecdotes from the liberation struggle, the President recalled that the National Resistance Movement (NRM) was founded on sacrifice, not allowances.
The President also issued a stern warning to individuals intending to cause election-related violence, saying Uganda’s stability would not be compromised.

He noted that peace has enabled generations to grow, work and prosper.
On infrastructure, Museveni announced that works had commenced on key roads, including Mubende–Kabamba–Nkonji–Ntutsi–Sembabule, with Ntutsi–Kasagama–Lyantonde and Lyantonde–Rwamahwa–Rakai lined up next.
“The contractor is already on the ground,” he assured residents.
Turning to wealth creation, the President cautioned that infrastructure alone does not end poverty and outlined four key wealth-generating sectors including commercial agriculture, manufacturing, services and ICT and reiterated the four-acre model as a practical pathway for households to escape poverty.
He cited successful farmers as proof that government programmes such as PDM and Emyooga are yielding results.
NRM Lyantonde District Chairperson Ezra Mugenyi commended residents for maintaining peace, saying stability has enabled government programmes to transform livelihoods.
In Rakai District, political leaders praised President Museveni for his long-standing leadership in the fight against HIV/AIDS, crediting his openness and early interventions with saving countless lives in one of Uganda’s hardest-hit regions.
Leaders also commended the President for infrastructure developments such as the Masaka–Mutukula road, which has improved access to health services and boosted cross-border trade.
President Museveni reiterated the need for honesty, discipline and continuous education in the fight against HIV/AIDS, noting that fishing communities around Lake Kijanibarora remain a priority for targeted interventions.
The rallies in Lyantonde and Rakai were attended by senior NRM leaders, Members of Parliament, cultural and religious leaders, and thousands of enthusiastic supporters as Museveni continued his Greater Masaka campaign tour ahead of the 2026 general elections.
