Museveni Tells Residents of Rwampara to Protect Swamps, Reveals New Plans

Reaffirming the NRM’s long-standing agenda on household income, Museveni emphasized the 4-acre model introduced in the 1996 manifesto as a proven strategy for rural transformation.

President Yoweri Museveni has directed residents of Rwampara District to immediately stop destroying swamps, saying the wetlands are central to the government’s plan to scale up irrigation and boost agricultural productivity in the region.

Addressing thousands at Bujaga Playground on Monday, 1st December, 2025, Museveni also the NRM psrty presidential candidate said the future of farming in Rwampara especially in its hilly terrain depends on conserving wetlands to enable modern irrigation.

“Stop destroying swamps so that we can construct irrigation systems to take water to the hills and improve yields,” he said.

Museveni pointed to significant progress the NRM government has made in Rwampara, citing improved road networks and universal electricity access across all sub-counties and assured residents that key routes such as the Buterano–Bugamba–Rukoni and Ruti–Mwizi–Kikagate roads have been earmarked for consideration in upcoming infrastructure programs.

On water access, the President noted that Rwampara’s coverage now stands at about 71 percent, crediting the achievement to continued government investment in clean and safe water sources.

In the health sector, he revealed that Rwampara’s two Health Centre IVs and six Health Centre IIIs place the district in a favorable position, and announced plans to elevate one HCIV to full district hospital status.

Under education, Museveni expressed satisfaction with the district’s seven government-aided secondary schools, saying they reflect strengthened service delivery.

Reaffirming the NRM’s long-standing agenda on household income, Museveni emphasized the 4-acre model introduced in the 1996 manifesto as a proven strategy for rural transformation.

He issued a strong directive to Parish Development Model (PDM) leaders to stop sidelining young people on grounds that they lack land.

“The youth are told that if they don’t have land, they cannot access money. This is wrong. I don’t want to hear that again,” he said.

He insisted that PDM funds should be allocated based on project feasibility, not land ownership.

Museveni also highlighted the government’s continued efforts to create jobs through agro-industrialization, factories and entrepreneurship programs.

The President cautioned independent candidates to follow NRM structures, advising those with grievances to use party tribunals. If the tribunals fail to address cases of malpractice, Museveni urged affected parties to bring evidence directly to him for enforcement.

“Bring the evidence to me, and I will use police to arrest cheating candidates,” he said.

He further advised independent incumbent Woman MP Molly Asiimwe to step down for the NRM flagbearer, Annah Kansiime, in a move aimed at strengthening party unity.
