Museveni Issues Stern Directives Against Fraud in Road Sector, Unveils Mega Restocking Plan in Teso

President Yoweri Kaguta Museveni has issued a tough warning to corrupt officials in charge of Uganda’s road sector, accusing them of sabotaging government investments through fraud, negligence, and substandard works.

On Thursday, 30th October, 2025 President Museveni, also the NRM presidential candidate kicked off his campaign activities in Teso sub region from Kapelebyong district where he addressed thousands of ecstatic supporters at St. Francis Secondary School, Acumet.

Accompanied by the first lady, Mama Janet Museveni, the president said despite the government releasing Shs 1.3 billion annually to every district for road maintenance, some officials continue to pocket the funds while roads remain in a deplorable state.

“Government releases money. But instead of maintaining roads properly, they just grade without drainage. That is theft and I am going to deal with them,” Museveni warned, drawing cheers from the crowd.

The President said the fraudulent practice involves collusion between district engineers and contractors who rush to grade roads using cheap, temporary methods.

He ordered the Ministry of Works and the Ministry of Local Government to immediately halt the trend and begin strict enforcement and supervision.

Museveni promised to crack down on corrupt engineers, noting that the era of signing off incomplete road projects is over.

He also unveiled a mega cattle restocking plan for Teso, Lango and Acholi sub regions.

“I recently met your leaders and asked why we don’t have a democratic formula for restocking. The majority supported it, and I have instructed the government to plan for it,” Museveni told the cheering crowd.

Museveni said the initiative will form part of the NRM’s 2026–2031 manifesto, positioning livestock as a key catalyst for rural wealth creation. He noted that past recovery attempts failed to reach all deserving families.

“This will be a fair and transparent way to ensure every family benefits from Uganda’s progress,” he emphasized.
