Kyagulanyi to Downsize Cabinet, Cut Government Spending in ‘A New Uganda’

“We lose a lot of money in unjustified expenditures, and when I become president, I will start by cutting the cabinet by 20 ministers and reduce the salaries of Members of Parliament so that we can save some money,” Kyagulanyi said.

The National Unity Platform (NUP) presidential candidate, Robert Kyagulanyi Ssentamu, has vowed to slash government expenditure and channel the savings into critical sectors to improve efficiency and accountability in public service.

Speaking at a campaign rally held on October 13th, 2025, at Budaka Saza Grounds in Bukedi sub-region’s Budaka district, Kyagulanyi pledged to reduce the size of the cabinet to just 20 ministers to curb wasteful spending.

“We lose a lot of money in unjustified expenditures, and when I become president, I will start by cutting the cabinet by 20 ministers and reduce the salaries of Members of Parliament so that we can save some money,” Kyagulanyi said.

He also promised to release all political prisoners within his first week in office and restore the rule of law in Uganda.

“You will have a president who is a servant, and if you want him out of power after five years, you will have people’s power. The citizens will be the boss. We will release all political prisoners, including Kizza Besigye, after swearing in,” Kyagulanyi added.

The NUP flagbearer further committed to boosting the health sector by allocating 15 percent of government revenue to hospitals and increasing doctor enrollment in government facilities to reduce the doctor-to-patient ratio.

“We shall get 15% of the revenue and invest it in hospitals. We shall not have women die while giving birth, and we will reduce the child mortality rate,” he said.

His remarks are part of the NUP Party’s 11-point manifesto centered on economic reform, political freedom, and social investment aimed at creating “A New Uganda Now.”

Kyagulanyi, who is campaigning in the Eastern Region, is scheduled to visit Kibuku and Butaleja districts today, Tuesday, October 14, 2025.

In the same region, Forum for Democratic Change (FDC) candidate Nathan Mafabi is campaigning in Kapchorwa and Bulambuli, while the incumbent National Resistance Movement (NRM) President, H.E. Yoweri Kaguta Museveni, is campaigning in West Nile sub-region, set to visit Maracha and Koboko districts today.
