Uganda People’s Congress (UPC) has called upon the government to come into agreement with the public universities that are withholding transcripts of students that studied on government loan scheme.
Sharon Oyet Arach, the UPC Spokesperson said that there are reports from students of public universities who are beneficiaries of government loan scheme having their transcripts withheld due to failure by the government to remit funds in time for their tuition.
“The beneficiaries of the loan scheme are students from vulnerable families who are struggling to make ends meet and are unable to finance their education at higher learning institutions, and the only way they are able to service the loan, is to pick the transcript to search for jobs in the labor market,” Oyet said.
Oyet has advised the government and public universities to work out a solution without affecting the students and explore ways of how to temporarily employ such categories of graduates for loan servicing purpose as well as providing a starting point for them.
Since independence in October 1962, Ministry of Education has made use of untrained teachers, who were later on encouraged to do in-service training, a program that benefited many and a benchmark on government programs like the Parish Development Model.
