President Yoweri Kaguta Museveni has announced plans to create a dedicated fund for fishmongers across Uganda, citing the limitations of the Parish Development Model (PDM) in addressing the specific needs of the fishing community.
Speaking during a public rally on wealth creation at Wabinyonyi playgrounds in Nakasongola District on Thursday, May 22, 2025, President Museveni said that the Shs1 million currently disbursed under the PDM is insufficient for the capital-intensive nature of the fishing industry.
“I will set up a different fund for the fishing community since what PDM offers is too little,” he said.
Museveni revealed that he would soon convene a national consultative meeting with fishing community leaders from Lango, Nakasongola, and landing sites around Lake Victoria to find lasting solutions to challenges facing the sector, including tensions with law enforcement.
During the same rally, the President directed Chief Administrative Officers (CAOs) in the Greater Luwero sub-region to enforce government policy banning public schools from imposing extra charges on learners.
He reiterated the government’s commitment to household income transformation through programs like PDM and the Four-Acre Model, urging local leaders to focus on wealth creation rather than bureaucratic expansion.
“Let us prioritize putting money in the pockets of Ugandans. Infrastructure is important, but without wealth at the household level, transformation won’t happen,” Museveni emphasized.
The Nakasongola rally marked part of Museveni’s ongoing PDM assessment tour of the Greater Luwero sub-region, aimed at tracking implementation progress and mobilizing communities for productivity and economic self-reliance.
