President Yoweri Kaguta Museveni has issued a strong warning to groups attempting to threaten Uganda’s stability, while unveiling a series of strategic development interventions for the Rwenzori sub-region.
Addressing thousands of supporters at Nyakasanga Grounds in Kasese District on Thursday, 4th December 2025, the NRM Presidential Candidate reminded residents that Kasese has long witnessed the impact of regional instability, hosting thousands fleeing unrest in the Democratic Republic of Congo.
“You have seen many refugees running from instability. We now host about 700,000 Congolese who cannot return home,” Museveni said, stressing that Uganda will decisively repel any threats to national security.
Using a humorous metaphor to drive his point, Museveni added: “Uganda is like a bunch of yellow bananas, whoever tries to grab them unlawfully, we strike their hand. Those who want bananas that are not theirs should keep away.”
The President outlined major infrastructural achievements in the Rwenzori region, citing upgraded road networks including the Fort Portal–Kasese, Katunguru, Bushenyi–Ishaka and Fort Portal–Bundibugyo roads. He pledged that the Kikorongo–Bwera road, which has since deteriorated, will be reconstructed.

Museveni attributed delays in national projects to leaders who prioritise salary increments over core development needs.
He noted that because of Kasese’s vast size, the district requires additional road construction equipment and increased funding for maintenance.
Museveni also unveiled major transport plans, including the renovation of the national railway and a new Standard Gauge Railway line extending to Kasese.
He announced that the district will soon receive an airport to boost tourism, explaining that Hoima was prioritised earlier due to oil sector demands.
On social services, Museveni highlighted the district’s 260 government-aided primary schools, 25 secondary schools, and an expanding health sector consisting of a government hospital and multiple Health Centre IIIs and IIs.
“As NRM, what matters is knowing the right direction and destination,” he said.
Museveni emphasised that while infrastructure such as roads, electricity and water is essential, household transformation depends on citizens embracing wealth creation.
He urged residents to adopt the four-acre model, combining cash crops, food production, pasture and enterprises like poultry or piggery.
He credited Operation Wealth Creation for shifting Ugandans toward commercial production.
“When we started, 68% of people were only working for the stomach. Today, 70% work for both the stomach and the pocket,” he said, adding that the Parish Development Model will elevate the remaining 30%.
On employment, Museveni noted that government hires only 480,000 people, insisting that sustainable job growth will come from private sector expansion, agro-industry and value addition.
He urged the Rwenzori community to support the NRM to safeguard peace, consolidate development gains and accelerate wealth creation ahead of the 2026–31 term.
