Border Security, Wealth Creation Messages Top Museveni’s Priorities in Kigezi

The National Resistance Movement party presidential candidate, President Yoweri Kaguta Museveni has camped in Kigezi region with a charged messages of transformation, wealth creation and infrastructural rebirth, anchoring his 2026 campaign on one promise, no Ugandan should remain in subsistence.

On Monday, 24th November 2025, President Museveni kicked off a week-long tour of Kigezi region preaching and teaching wealth creation messages, unveiling NRM achievements and the manifesto in the new government.

He started his day from Kisoro, Saaza grounds where he delivered key messages on massive transformation in the area and unveiled several NRM achievements in the area.

The reception was nothing short of dramatic, drums, dancers, ululations, and jubilant supporters waving flags as they sprinted alongside the motorcade. Museveni stepped onto the podium with the confidence of a leader who knows Kisoro’s political landscape intimately.

Here, he addressed a broader mosaic of issues including border security, wildlife conflicts, tourism development, and internal NRM unity.

He acknowledged the long-standing grievances surrounding crop destruction by wildlife from Mgahinga and Bwindi, issuing a firm directive to Uganda Wildlife Authority to develop immediate mitigation measures, including strategic fencing and community support programs.

This announcement sparked wild applause, especially from the farmers whose livelihoods have been repeatedly threatened.

He also underscored the district’s strategic role as a regional commercial gateway, vowing to strengthen security operations at Bunagana and Cyanika to curb smuggling and cross-border criminal networks.

The president pledged to enhance UPDF and police deployment to secure trade channels.

From the mist-cloaked hills of Kisoro to the bustling border communities of Rubanda at Rubirizi grounds, the NRM presidential flag-bearer commanded mammoth crowds that turned every roadside stop into a thunderous show of loyalty and expectation.

Rubanda, a district tucked deep in the folds of the Kigezi escarpments, the President’s rally roared to life with a mix of nostalgia and renewed hope.

Surrounded by thousands at Muko and later in Ikumba, Museveni outlined sweeping plans to elevate the district’s roads, health systems, water supply and household incomes, insisting that the next kisanja will be about turning potential into prosperity.

President announced that the process of upgrading Muko HCIV is ongoing, and that in the coming government, the following health facilities will be upgraded; Kiyebe HCII to a HCIII in Ruhija Sub-County, Kaara HCII to a HCIII in Muko Sub-County, Ihunga HCII to a HCIII in Nshanjare Sub-County, Kagarama HCII to HCIII in Hamuhambo Town Council, Mugyera HCII to HCIII in Habuhutu Town Council, Kashasha HCII to HCIII in Kashasha Town Council and the government will build new HCIIIs in Bubarev Sub-County, Kacere and Katojo Town Councils

Key historical elders, like the PM Emeritus, RT Hon. Dr Ruhakana Ruganda, former Deptuy Director General of ISO Col. Emmy Katabazi, Ministers, youth innovators, women cooperatives and thousands of farmers who braved the cold winds to hear the man they still call Mzee wa Kazi.

Museveni reminded Rubanda residents of the region’s remarkable transformation roads that once swallowed vehicles now glide through the hills, electricity lines ribboning through villages that previously relied on wick lamps, and the swelling tourism numbers anchored on the majesty of nearby Bwindi Impenetrable Forest.

He pointed to these gains as evidence that the NRM’s long-term planning, not “seasonal politicking,” delivers results.

Museveni announced a fresh push for high-yield Irish potato seed varieties, mechanised agriculture, and affordable fertilizers to combat the pressing challenges of land fragmentation and declining soil productivity. He also issued a directive for the Ministry of Agriculture and NAADS to immediately escalate farmer support across Rubanda, insisting that no home must remain trapped in subsistence when the tools for transformation are available.

But perhaps the most gripping moment came when Museveni addressed internal NRM disputes, particularly in the Kigezi sub-region. In a tone both stern and fatherly, he warned party leaders against factionalism, arguing that disunity weakens service delivery and gives opposition forces unnecessary leverage. He instructed senior NRM structures to convene immediate reconciliation forums and create harmony ahead of the 2026 polls.

On Tuesday, 25th November 2025, the NRM candidate will campaign in Kabale and Rukiga districts.
