President Yoweri Kaguta Museveni, also the National Resistance Movement party presidential candidate on Thursday intensified his presidential campaign trail in Busoga sub-region with high-energy rallies in Luuka and Kamuli districts.
The president unveiled different government achievements and ambitious development plans for the region.
Museveni tasked the Minister for Presidency, Milly Babalanda, to urgently work with the Attorney General and ensure the long-delayed compensation of victims across Busoga.

He said the region must close old wounds and move fully into wealth creation, emphasizing that the next NRM government will focus on completing compensation, expanding production, and deepening social service delivery.
The directive followed a briefing from Luuka District NRM Chairperson Hon. Stephen Kisa, who informed the President that a clean and verified list of Lakwena war victims had already been prepared in a joint exercise with Brig. Gen. Jacob Asimwe, showing that Shs 5 billion is required to compensate all verified victims in the region.
At both rallies, Museveni dedicated significant time to wealth creation through the foru acre model and urged households to grow high-value crops, rear livestock, and embrace irrigation.
He argued that the government’s investment through PDM, Emyooga and infrastructure programmes provides a solid foundation for Busoga to transition fully into the money economy.
With a population nearing 300,000, Luuka has registered major progress in income programmes and social infrastructure, supported by government investment across 12 sub-counties and 64 parishes.
Luuka has received Shs 19.6 billion under PDM, with 100% disbursed to 19,687 households, representing 33% of all homes in the district.
Additionally, 36 Emyooga SACCOs with 14,481 members have benefited from Shs 1.94 billion, uplifting small enterprises and youth businesses.
The president pledged to uopgrade the following medical facilities, Busalamu HCII, Bulaga HCII, and Kalyowa HCII to HCIII status in the new government.
In Kamuli district, while addressing a mammoth crowd at Bupadhengo primary school grounds, Museveni praised Kamuli as a strong performer in wealth creation, but urged leaders to mobilize more households into production.
Kamuli, with a population of 540,252, showcased some of the region’s most robust development indicators across water, irrigation, education and electricity.

Kamuli District and Municipality jointly received Shs 27.8 billion under PDM, supporting 27,781 households and Shs 2.8 billion under Emyooga across 72 SACCOs
Under education sector, the district has 184 government primary schools with 147,033 learners and 17 government secondary schools with 15,201 students however, 24 parishes lack primary schools and 7 sub-counties lack secondary schools.
Government has approved three new seed secondary schools under USEEP, which will reduce the number of underserved sub-counties to four.
The president announced planned upgrades of Buluya HCII, Kasambira HCII, Kisozi HCII to HCIII, will build new HCIIIs in Balawoli and Nawanyago sub counties.
On Thursday, 20th November, 2025, the president addressed a media briefing at Kiterera State lodge in Mayuge district where he directed on the pending compensations of residents whose property were affected by the standard gauge railway in Busoga.
The President also explained the strategic use of Indian Ocean by the region saying he cannot be hostile to Kenya when he is promoting economic integration.

He said, “some of the countries in the world have plans to dominate, be superior in land forces, in air force and be superior in the navy, and in the space, how can Uganda build the navy yet we don’t even have access to the ocean, and the countries near the shores are there, maybe they don’t have finance capacity, that’s why I talked about political federation so that we maximize our capacity.”
President said he recently met with a Kenyan delegation and discussed critical bilateral issues including the Indian Ocean.
The president is expected to address two separate rallies in Iganga district and Jinja City as he concludes his tour of Busoga sub region before heading to campaign in Kigezi region.
