Museveni Declares Multi-Billion Infrastructural Upgrades, Defends Massive NRM Gains in Bugisu

Despite the hostile terrain and heavy downpour, thousands of National Resistance Movement (NRM) loyalists defied the elements to welcome President Yoweri Kaguta Museveni chanting “Tova ku Main’’ and waving party flags soaked in mud Namisindwa and Bududa districts.

On Saturday, 8th Nov 2025, President Museveni, also the NRM party presidential candidate braved torrential rains, slippery mountain roads, and deep valleys to address two massive rallies respectively.

He used both rallies to unveil multi-billion infrastructure upgrades for the region and delivered a spirited defense of NRM’s 40-year legacy.

While addressing a sea of yellow supporters at Namisindwa Technical College grounds, President Museveni defended massive NRM achievements over the years.

A jubilant crowd of yellow loyalists who had braved heavy downpour and hostile terrain soaked in mud to welcome President Museveni in Namisindwa district on Saturday.

He said NRM has in the last 40 years restored peace, security, and stability, escalated development including roads, schools, hospitals among others, with strict focus on economic progress.

“It has not been easy to bring peace in Uganda but because we don’t believe in tribalism, created institutions like the army, police, prison and intelligence services, that’s why we are hosting the biggest refugee number. Development which has got economic infrastructures like roads etc and social infrastructures like schools. Government will upgrade two roads, and directed Ministry of works to maintain marram roads,” Museveni said.

President Museveni said ; “If someone ask you, why do you support NRM? You tell him that this NRM has brought peace, development, its promoting wealth creation and NRM has shown us how jobs are created in the country. The jobs in government are very few, only 400,000, we have a population of 50million, how can they work in government? In developed world, most people don’t work for government, they work in the agricultural sector, industries and services.”

The president also highlighted massive achievements of the government in Namisindwa district.

Under health sector, president Museveni said, Namisindwa has 10 Health Centre IIIs and government will in the new term upgrade several health facilities.

The facilities to be upgraded include Bukhaweka HCII in Bukhaweka Sub-County to a HCIII, Mukoto HCII in Mukoto Sub-County to a HCIII, Bukiabi HCII in Bukiabi Sub-County to a HCIII, and Buwuma HCII in Lwakhakha Town-Council to a HCIII.

He confirmed that government also construct new HCIIIs in Bungatti, Bumumali, Bupoto, Buwatuma, Namabya, Bubutu, Bumbo, Bumityero, Buwambwa, Magale, Mukhuyu, Namitsa, Namoboko Sub-Counties and Bukhaweka and Luwa Town-Councils.

Under water sector, President said out of 1,547 rural villages, 802 have access to a safe water source, representing an average coverage of 52%. This leaves 745 villages (48.1%) without access to safe water and government has completed the construction of Namisindwa Town Council piped water supply and sanitation project serving 12,238 people and 04 deep boreholes, 07 boreholes are being rehabilitated, 04 spring protections and 01 piped water system is under construction.
