President Yoweri Kaguta Museveni has pledged government support to Terra Industrial Development Company following the establishment of an iron ore processing plant in Rwenanura, Ntungamo district, a project expected to strengthen Uganda’s industrialization drive and expand value addition in the mining sector.
The commitment was made on May 19th, 2026, during a meeting at State Lodge Nakasero, where the President hosted officials from Terra Industrial Development Company led by Managing Director Kong Dong Sheng.

Company officials revealed that the facility is Uganda’s first pig iron processing factory capable of producing pig iron with a purity level of 93 percent. The development marks a major step in Uganda’s efforts to process mineral resources locally instead of exporting raw materials.
President Museveni reaffirmed the government’s stance on value addition, stressing that Uganda remains focused on ending the export of unprocessed minerals in order to create jobs, spur industrial growth, and increase domestic revenue generation.
“I will support you. Remember, we banned the export of unprocessed minerals,” President Museveni said.
The investors, however, raised several infrastructure concerns affecting operations at the modern industrial facility. Key among them was the need for a stable and reliable electricity supply to sustain heavy industrial machinery at the plant.
They also called for the upgrade of the 4.2-kilometer road linking the Ntungamo–Mirama Hills road to the Kabale–Ntungamo highway. Particular concern was raised about Kategure Bridge, which they said requires urgent rehabilitation to enable the smooth transportation of machinery, raw materials, and finished products.
In response, President Museveni assured the investors that the government, through relevant ministries and agencies, would address the existing bottlenecks to support production and future expansion.
The President also welcomed the investors’ participation in Uganda’s health manufacturing sector through Sino-Africa Medical Devices, a company linked to the same investment group. The firm manufactures World Health Organization pre-qualified long-lasting insecticide-treated mosquito nets, which play a critical role in malaria prevention.
President Museveni further pledged that the government would consider allocating funds to begin procuring mosquito nets locally from the company, a move aimed at strengthening local manufacturing capacity while reducing reliance on imported medical supplies.
The meeting was also attended by Hajjat Amina Mukalazi, head of the State House Local Content Unit, which champions local investment partnerships and domestic industrial participation.
