The Director General of the Internal Security Organization (ISO), Brig Charles Oluka, has called on District Security Officers (DISOs) and their deputies to be champions against corruption and remain vigilant in protecting Uganda’s security.
Speaking on June 28th, 2024, at the conclusion of a six-week intelligence course in Entebbe, Gen. Oluka urged DISOs to be vigilant against corrupt practices. He stressed how corruption impacts service delivery, emphasizing the need for transparency in financial allocations.
“Corruption affects how we serve the people. Most corrupt practices are done in plain sight. When money is allocated for a project, it’s made public. You can follow the trail of that money, even at the district level,” he stated.
Gen. Oluka acknowledged the challenges of uncovering corruption schemes but advised officers to conduct thorough investigations to expose wrongdoing. He urged them to monitor projects closely and ensure that allocated funds translate into tangible developments like schools and hospitals.
“Don’t just track the money, follow up and see if allocated funds have delivered the intended project,” said Oluka.
Encouraging a proactive and innovative approach, Oluka challenged the officers to think creatively in their intelligence work. He emphasized the significance of the Parish Development Model (PDM) in fostering local development, stressing the need for officers to support its successful implementation.
In light of prevailing security threats, Gen. Oluka reminded officers to remain vigilant against risks such as terrorism, land disputes, misinformation, cyber threats, and challenges related to the oil and gas sector.
As the call to action resonates with security officers across Uganda, the message is clear: a united front against corruption and heightened vigilance are essential in ensuring national security and progress.
