Second Cohort of Government Communicators Undergoes Strategic Media Training

Training reinforces public-private partnership and marks a new phase of digital transformation in government communication

The second cohort of the Government Communicators undergoing the Digital Literacy Training officially kicked off today at the National ICT Innovation Hub in Nakawa, Kampala. This two-day training, running until 10th July, is a continuation of the week-long capacity-building programme organized by the Ministry of ICT and National Guidance in collaboration with MultiChoice Uganda.

The first cohort was successfully conducted from 7th to 8th July and featured over 100 government spokespersons from various Ministries, Departments, and Agencies. In total, 200 communicators are expected to benefit from this initiative, which is a direct outcome of the broader Memorandum of Understanding signed between the Ministry and MultiChoice Africa Holdings in 2024.

Speaking at the opening of the second cohort, Mr. Moses Watasa, Commissioner at the Ministry of ICT & National Guidance, commended the participants for their dedication and emphasized the importance of quality content in modern communication.

“We are entering a new segment of implementing the NDP IV, while also concluding the 2021–2026 Manifesto. This is a year of accountability,” he said.

“If we have been running, it is now time to fly. We must ensure that what we promised Ugandans has been delivered and effectively communicated.” Watasa added.

Dr. Aminah Zawedde, Permanent Secretary at the Ministry of ICT & National Guidance, also addressed the participants, underscoring the strategic importance of the training and praising MultiChoice Uganda for their partnership.

“Your presence here is not just about ticking a box. It’s a sign of unity and commitment to transforming our communities and our country,” she noted.

“Digital literacy is no longer a skill for specialists it is for everyone, because that is how the world is moving.”

Dr. Zawedde added that communicators are the face and voice of government and play a pivotal role in shaping public perception. She encouraged them to be curious, collaborative, and courageous in adopting new tools and methods of digital communication.

The training modules cover practical topics such as visual media, storytelling, crisis communication, and the localization of government messages, all aimed at improving the clarity, creativity, and responsiveness of public sector communication.

Mr. Hassan Saleh, Managing Director of MultiChoice Uganda, highlighted the private sector’s commitment to strengthening national institutions.

“Communication is the lifeblood of leadership. You cannot lead people if you can’t communicate, We are proud to walk alongside government in nurturing the communicators of tomorrow.”” he stated.

He praised the Ministry’s vision and Dr. Zawedde’s leadership in promoting partnerships that support skills development, local content creation, and digital transformation.

Rinaldi Jamugisa, PR & Communications Manager at MultiChoice Uganda,
echoed his sentiment by stating that the broader aim of the MoU is to elevate the
local content sector, promote awareness on intellectual property rights, and
support upskilling through training and digital inclusion.

The initiative serves as a landmark example of how strategic collaboration between government and the private sector can accelerate digital literacy, empower communicators, and enhance citizen engagement.

The training concludes on Friday, July 11th, with a joint graduation ceremony
to celebrate all 200 participants, a milestone that illustrates the tangible
impact of private-public partnerships in Uganda’s digital transformation
journey.
