Museveni Summons Lango Leaders Over Delayed Cattle Compensation

President Yoweri Kaguta Museveni has summoned leaders from the Lango sub-region for a meeting to address the long-standing issue of delayed cattle compensation.

The meeting is scheduled for Sunday, August 17, 2025, at Lango College Grounds, where the President is expected to engage local leaders, cultural heads, and security officials on how to expedite the compensation process.

Those invited include LCV chairpersons, Members of Parliament, Resident District Commissioners (RDCs), District Internal Security Officers (DISOs), Chief Administrative Officers (CAOs), City Internal Security Officers (CISOs), District Executive Committees, and City Council Executive Committees.

Sources say President Museveni intends to consult widely with local leaders to determine a more holistic and efficient approach to paying the claimants.

The cattle compensation dispute dates back to two separate court rulings including Akello and Obua under Bashasha & Co. Advocates, and Delyon and Others under Makmot & Co. Advocates.

Both cases were decided in favor of the claimants by the High Court in Lira, prompting the government to begin payments.

Since last year, the Office of the Attorney General has been issuing periodic ex-gratia payments of Shs 1 million to verified claimants.

However, delays and disagreements over the payment process have continued to generate frustration among beneficiaries.

President Museveni’s engagement with Lango leaders is seen as an attempt to resolve the matter once and for all, amid growing calls from local communities for full and timely compensation.
