Finance Minister Hon. Matia Kasaija has urged the newly appointed National Lotteries and Gaming Regulatory Board (NLGRB) to uphold integrity, transparency, and ethical leadership as they take charge of a sector undergoing rapid transformation driven by digital technology.
Speaking at the official handover ceremony held on July 25, 2025, at the Uganda National Lottery head office in Kampala, Kasaija emphasized the Board’s responsibility to ensure proper regulation, protect consumers, especially the youth, and steer industry growth with accountability.
“You have been entrusted with a critical responsibility to oversee and guide the strategic direction of a sector that continues to evolve rapidly due to technology, market trends, and societal impacts,” Kasaija said.
“As stewards of public trust, you are expected to uphold the highest standards of transparency, accountability, and ethical leadership,” he added.
The newly inaugurated Board is chaired by Kenneth Kitariko and comprises Assistant Commissioner of Police (ACP) Mark Paul Odong, Faridah Bahemuka Murungi, Esther Akullo, and William Blick. The team brings together expertise in legal affairs, enforcement, finance, governance, and sports administration.
Kasaija stressed the urgency of regulating online betting platforms, promoting responsible gambling, and implementing safeguards to protect vulnerable populations, particularly young people increasingly exposed to digital gaming channels.
He also praised the outgoing Board led by Aloysius Mugasa Adyeri for laying a strong foundation and transforming the sector from a disorganized and unregulated space into a credible and well-managed institution.
“You have played your part in building an institution of national importance. As you exit, may you take pride in the milestones achieved under your leadership,” Kasaija noted.
In his inaugural address, Chairman Kitariko pledged to lead a team focused on professionalism, public service, and stakeholder engagement.
“We pledge a leadership built on dialogue, professionalism, and service to the people of Uganda,” he said.
The NLGRB is mandated to regulate the gaming sector, protect consumers, and contribute to national revenue through effective oversight. As Uganda’s gaming landscape shifts increasingly online, the new board is expected to play a central role in balancing economic growth with social responsibility.
Kasaija ended with a strong message, saying that the future of gaming in Uganda relies on having honest leaders, strong systems, and the trust of the public.
With a renewed focus on accountability, responsible gaming, and public trust, the new leadership is expected to build on past successes while addressing emerging challenges. The future of the industry now rests in the Board’s ability to deliver effective oversight and uphold the values of transparency, integrity, and service to all Ugandans.
