Hajj Kakande Roots for Effective Service Delivery to Promote Economic Growth

Hajj Yunus Kakande, the Secretary in charge of Administration in the Office of the President, has called on Resident City Commissioners (RCCs), Resident District Commissioners (RDCs), Deputy RCCs and DRDCs, Assistant RCCs and ARDCs, and District Internal Security Officers (DISOs) to work towards upholding effective service delivery for the promotion of economic growth and development in the region and Uganda at large.

Hajj Kakande was speaking to the RCCs, RDCs, DRCCs, DRDCS, ARCCs, ARDCs, RISOs, and DISOs from the Bugisu and Sebei sub-region during the official opening of a three-day capacity-building workshop, held at Wash and Wills Hotel in Mbale city on Monday, December 9, 2024.

He called for the promotion of service delivery and ensure the implementation of government initiatives through empowering communities to adopt the Parish Development Model (PDM) so as to kindle wealth creation. Kakande encouraged participants to give technical advice to communities by ensuring that farmers grow the right crops and use the right pesticides at subsidized prices for economic development.

“Effective service delivery is critical for promoting economic growth and development and fighting poverty because the government’s core principle is ensuring the needs of citizens are met,” he said.

Kakande further implored participants to uphold discipline and work towards building socio-economic transformation. He, therefore, called for teamwork to ensure proper delivery of services at the grassroots level.

He asked participants to fight corruption proactively and support infrastructure development by monitoring the construction of roads and ensuring that standard work is done. The secretary commended Mbale as developed in terms of infrastructure development, especially pertaining to schools and higher institutions of learning. He, therefore, urged them to revamp Mbale and make it a first-class city.

On the issue of coffee, Kakande encouraged participants to ensure that there is value addition and the local farmer is able to benefit.

Climate Change

On the issue of climate change, Hajj Kakande further rallied the gathering to embrace developing interventions to deal with climate change and wetland encroachment through promoting environmental sustainability and climate change.

“As leaders, make sure that you promote environmentally sustainable practices and people leave swamps and those living near riverbanks to relocate,” he noted.

Making Security of Populace Paramount 

Kakande also asked participants to engage communities to take action in promoting security. As a result, he asked members not to sit in the comfort of their offices but to fully participate in building communities and ensuring service delivery.

Major Martha Asiimwe, the Head of the RDC Secretariat, highlighted and reiterated to participants to ensure supervision and prioritize the monitoring of government programs.

“Your cardinal role is to monitor and implement all government programs, and you are facilitated for it, unless you want to be like Oliver Twist, that you want more,” she emphasized.

However, in an interview with the RCC of Mbale city, Asumin Nasike, she highlighted the challenges affecting the region, including floods that she said recently hit the area and led to loss of lives. Nevertheless, she said that much as Mbale city was affected by the flood, no life was lost.

Nasike noted that Mbale is also affected by the prevalence of HIV/AIDS, calling for collective responsibility in ensuring that the virus is ended in the region.

She lauded the Office of the President for monitoring and giving them the attention required where need be. Nasike called for teamwork and being up to the task and coordinating to ensure service delivery.
