Gov’t to Introduce Additional PDM Funds for Leaders, Says President Museveni

President Yoweri Kaguta Museveni has announced the introduction of additional funding under the Parish Development Model (PDM) aimed at supporting local leaders, including civil servants.

The announcement was made during his address at Oyam Boma Grounds, where he spoke to a large crowd on Tuesday, 7th October, 2025.

President Museveni revealed that starting in the next financial year, the government will allocate Shs 15 million annually to each parish.

The funds are intended to provide local leaders with access to working capital, with the aim of enhancing the economic participation of communities across Uganda.

“This initiative is part of our broader goal to ensure that nobody is left out of the money economy. Every Ugandan should be engaged in wealth creation, and that can only happen if leaders at all levels are empowered,” said President Museveni.

The President emphasized that the Parish Development Model is a critical tool for poverty eradication and local economic development.

He reaffirmed the government’s commitment to continuing funding wealth creation programs aimed at uplifting the livelihoods of ordinary Ugandans, particularly in rural areas.

However, Museveni also cautioned against the abuse of PDM funds. He urged both leaders and managers to ensure that the resources are used responsibly and efficiently, stressing that any misuse of funds will be dealt with accordingly.

President Museveni announced a proposal to grant Aber a district status to be curved from Oyam district.

He also promised to improve the region’s road network, an initiative that is expected to enhance connectivity and economic opportunities for the people of Lango.

Government Chief Whip and Northern Uganda NRM regional Vice Chairperson, Denis Hamson Obua, also addressed the crowd, calling on the people of Lango to continue supporting President Museveni and the National Resistance Movement (NRM).

Obua noted that the region has seen remarkable peace and stability under NRM leadership, a trend he attributed to the government’s steady and consistent leadership.

The President’s remarks were met with applause and cheers from the crowd, many of whom expressed optimism about the future prospects of the region, particularly with the new funding initiative.

As Uganda prepares for the upcoming financial year, the government’s push to engage leaders at the parish level in economic activities is expected to play a significant role in the country’s broader strategy for poverty reduction and sustainable development.
