DCIC to Roll Out Mobile Passport Kits to Ease Travel

The Directorate of Immigration under Uganda’s Ministry of Internal Affairs has announced the procurement of portable mobile passport enrollment kits in a bid to improve access to travel.

The ministry’s spokesperson, Simon Peter Mundeyi, explained that the kits are intended to assist Ugandans who are unable to reach traditional enrollment centers due to health emergencies or logistical challenges.

According to him, the pressing need for this technology to cater to patients and other individuals who urgently need passports but are physically incapacitated.

“These are going to help many Ugandans who cannot make it to enrollment centers to carry out enrollment, especially sick Ugandans who cannot move to the headquarters and are hospitalized,” he said.

Mundeyi made these statements during the weekly security press briefing today, May 5, 2025 at the Police Headquarters in Naguru, Kampala.

The mobile kits will be operated by trained immigration officers who will travel to clients’ locations, including hospitals and private residences, to facilitate the passport application process on-site. This initiative is also tailored to benefit Ugandans living in the diaspora, particularly in large countries like the United States, where travel to embassy offices can be expensive and time-consuming.

“This is also going to help our people who live in diaspora, especially those in the United States of America, which is a very big country. The fact that we understand you’re very busy people, it will be our team to move to the clients,” Mundeyi added.

In related news, Mundeyi issued a warning to the public about a passport and visa fraud scheme currently under investigation.

The Ministry has identified Angela Birungi, a consultant based in Washington, D.C., who runs a company called “AngieB Consultants.” Birungi, alongside Ugandan agents Moses Alinwete, Agnes, Fredrick Musoke, and others, is allegedly involved in illegally collecting Ugandan passports under the false pretense of helping individuals secure U.S. work visas.

The Directorate of Immigration is strongly advising Ugandans to only use official government channels for passport and visa applications to avoid falling victim to fraudulent schemes.
