President Yoweri Museveni has called on retiring generals of the Uganda People’s Defence Forces (UPDF) to carefully manage their retirement funds and avoid risky investments that could jeopardize their financial security.

Speaking at the retirement ceremony held at State House, Entebbe, on August 9, 2025, President Museveni emphasized the importance of wise financial decisions in light of Uganda’s strengthening economy and improved retirement packages.

“Retirement marks a new chapter in life, but it calls for careful decision-making. I urge my generals not to jeopardize their hard-earned savings by engaging in risky business ventures,” President Museveni said.

“Use your retirement benefits wisely to ensure a secure and stable future.”

The President noted the steady growth of Uganda’s economy, which has enabled the government to increase salaries and retirement benefits for soldiers.

“The economy has improved, and that is why now is the time to raise salaries and retirement benefits. This money is real and should be handled responsibly,” he added.

Reflecting on the history and evolution of the UPDF, President Museveni acknowledged the sacrifices of the retiring generals as well as fallen officers who fought in the liberation struggle.

“When I see you here, I thank God that you and all those who stood with us chose the right side of history. That is the reason Uganda stands strong where it is today,” he stated.

The seven generals retiring during the ceremony are Lt Gen Peter Elwelu, Lt Gen Francis Ben Okello, Maj Gen Hudson Mukasa, Maj Gen George Igumba, Brig Gen John Byuma, Brig Gen Dominic B. Twesigomwe, and Brig Gen Augustine Kamyuka Kyazze.

Hon. Jacob Oboth Oboth, Minister of Defence and Veteran Affairs, commended the generals for their dedicated service to the nation.

“We thank God for you. We also thank God for your families,” he said.

Deputy Chief of Defence Forces, Lt Gen Samuel Okiding, praised President Museveni’s visionary leadership that has steered Uganda’s development.

He also praised Chief of Defence Forces Gen. Muhoozi Kainerugaba for transforming the UPDF into a modern and professional force.

Speaking on behalf of the retirees, Lt Gen Peter Elwelu expressed gratitude for the mentorship and opportunity to serve the country.

“This is a great day for the seven of us retiring today,” he said, thanking the leadership and the nation for a fulfilling career.

The ceremony was attended by officials from the Ministry of Defence, UPDF leadership, and family members of the retirees.

The retirement ceremony marked a significant milestone in the lives of the seven generals and highlighted the ongoing evolution of the UPDF. As these seasoned leaders step down, their legacy of dedication and sacrifice continues to inspire the next generation of military personnel.

With Uganda’s economy on a steady rise and the armed forces undergoing modernization, President Museveni’s call for prudent management of retirement benefits serves as a timely reminder to safeguard the future.
