The Electoral Commission (EC) has today announced the official roadmap for the 2026 Administrative Units Elections, setting the stage for the election of Village (LC I) and Parish (LC II) leaders, as well as Women Councils and Committees from the village to national level.
Addressing journalists at the Electoral Commission headquarters in Kampala on Monday, EC Chairperson Justice Simon Byabakama Mugenyi unveiled the detailed programme and timelines for the long-awaited grassroots elections, which had initially been postponed following the January 2026 General Elections due to funding and logistical constraints.

Justice Byabakama said government had since released the necessary funds, enabling the Commission to proceed with preparations for the elections that will cover more than 71,000 villages across the country.
The Commission announced that verification of residents and compilation of voters’ registers for Village (LC I) and Women Councils will take place from July 6 to July 10, 2026. During the exercise, residents will be required to physically present themselves before registration officials and provide identification details for inclusion in the respective registers.
According to the Commission, separate registers will be compiled for Village Councils and Women’s Councils, with the exercise being conducted free of charge.
The voters’ registers will then be displayed on July 13 and 14 to allow members of the public to verify their details and raise any objections before the electoral process advances to the nomination stage.
Justice Byabakama further announced that nominations for Village Women Committee positions, including Chairperson, Vice Chairperson, Secretary, Publicity Secretary and Finance Secretary, will take place between July 15 and July 19.
Campaigns for the positions will run from July 20 to July 22, while polling will be conducted on July 23 using the traditional lining-up method behind candidates, their portraits or designated symbols.
For Village (LC I) Chairperson elections, nominations will also take place between July 15 and July 19. The Electoral Commission clarified that the elections will be conducted under the multiparty political system and that candidates will not be required to pay nomination fees or possess academic qualifications.
Campaigns for LC I Chairperson candidates will be conducted from July 20 to July 27 and will be restricted to the respective villages where candidates seek office.
Polling for Village LC I Chairpersons is scheduled for July 28, with each village serving as a polling station. Voting will be conducted through lining up behind candidates, their agents, portraits or symbols in accordance with the law.
The Commission said the electoral process will subsequently move to the Parish (LC II) level, with elections scheduled for early August, before progressing to sub-county, district and national Women Council structures as outlined in the full electoral programme.
Justice Byabakama called upon all eligible Ugandans to actively participate in the process and urged candidates, voters, political actors and election officials to adhere to electoral guidelines to ensure peaceful, free and fair elections.
He noted that detailed election guidelines and schedules would be disseminated through the media, the Electoral Commission website and the Commission’s social media platforms.
