Okema Promoted Director of Clerks in Parliament Top Management Reshuffle

Uganda’s Parliament has effected a fresh reshuffle within its top management structure, with senior parliamentary officer Leonard Okema promoted to the position of Director of Clerks in changes aimed at strengthening the administration of the House.

The reshuffle, according to media reports, also saw Cosian Opata appointed Executive Secretary to the Speaker, while Ignatius Kasirye was assigned to head Administration and Transport Logistics.

Reports further indicate that the internal changes, sanctioned by the Parliamentary Commission, form part of ongoing efforts to streamline operations within the Parliamentary Service and improve coordination of legislative business.

The Directorate of Clerks is one of the most critical departments in Parliament, overseeing plenary proceedings, committee operations, legislative documentation, and procedural guidance to Members of Parliament.

Under the parliamentary service structure, directors are part of Parliament’s top management team alongside the Clerk to Parliament, Deputy Clerks, and heads of departments. The team is responsible for supervising the day-to-day administration of Parliament and implementing institutional policies.

The Directorate of Clerks has historically played a central role in the functioning of Parliament. Officials who have previously held the office have been responsible for supervising committee clerks, advising presiding officers on parliamentary procedure, preparing order papers, and coordinating legislative schedules.

The latest reshuffle comes at a time when Parliament is entering a new phase of activity following recent political and administrative changes within government, including the latest cabinet appointments and redeployments announced earlier this week by President Yoweri Museveni.

Parliamentary observers note that internal administrative reshuffles are common within the institution and are typically intended to improve operational effectiveness and align management structures with evolving legislative demands.

Reports published on May 29th further indicated that the reshuffle affected several other senior administrative offices within Parliament, although full details of all transfers and appointments were still emerging by press time.

The reshuffle is expected to be fully implemented before Parliament resumes plenary sittings next week, ensuring continuity in both the Speaker’s office and the management of House business.
