The Ministry of ICT and National Guidance has reaffirmed the government’s commitment to fast-tracking Uganda’s Digital Transformation Agenda during the Annual ICT Sector Performance Review Retreat held today, June 17, 2025.
The two-day retreat, officially opened by the State Minister for ICT, Hon. Godfrey Kabbyanga Baluku, brings together senior government officials, ICT sector leaders, and key stakeholders. The event serves as a platform to assess the sector’s progress under the Third National Development Plan (NDP III) and to align strategies for the successful rollout of the upcoming Fourth National Development Plan (NDP IV).
In his address, Minister Kabbyanga hailed the rapid growth of the ICT sector, calling it a key pillar for socio-economic transformation. He emphasized the government’s focus on mobilizing resources, building strategic partnerships, and advancing towards a smarter, more connected Uganda.
“The implementation of digital transformation interventions is a monumental task. It requires not just resources, but a clear, forward-looking vision and strategic planning,” Hon Kyabbyangu stated.
Permanent Secretary of the Ministry, Dr. Aminah Zawedde, echoed the minister’s remarks. She highlighted the importance of the retreat as an opportunity to reflect on progress made during the 2024/25 financial year and to review the implementation of the Digital Transformation Programme.
Dr Zawedde outlined the ministry’s key strategic priorities, which include expanding broadband connectivity across the country, integrating e-government services, promoting ICT innovation and local digital content, strengthening the BPO and innovation ecosystem, and scaling up the nationwide implementation of the Parish Development Model Information System (PDMIS).
She reaffirmed the ministry’s commitment to leveraging digital technologies to accelerate inclusive, social, and economic transformation.
“We must ensure that our digital transformation journey is inclusive, leaving no one behind,” she urged.
With robust government support and a focus on connectivity, innovation, and inclusivity, Uganda’s ICT sector remains a cornerstone of the country’s national development agenda. The outcomes of this strategic retreat are expected to shape Uganda’s digital future for years to come.
