According to Lulume Bayiga, the Executive Chairperson of the People’s Front for Freedom (PFF) party, since November 2020, and continuing throughout the 2026 electoral cycle, the JDP has recorded an ongoing pattern of state-linked abductions where some security agents in plain clothes or military attire, driving unmarked minibuses, have seized opposition supporters, campaign organizers, polling agents, and civic activists from streets and homes.
Kidnappings among children are on the rise in the Makindye division. On September 8, 2024, police arrested a woman, only identified as Nalubiri, in a rented home in Katwe parish, after kidnapping a toddler during a Sunday church service in Kisenyi, Kampala. This calls for further investigations to find out the motives of the kidnappers in the area.
Following the intervention, the Police Flying Squad unit located Kakande at the Mpata Treading Center, resulting in his arrest and successfully recovering the child unharmed. Kakande is presently in custody at the Mukono Police Station.
