Turning to security, Museveni argued that Africa's future strength will depend on political unity, saying individual countries may not have the capacity to compete globally in areas such as space and maritime security.
“The five-year plan is aligned with Uganda’s Fourth National Development Plan (NDP IV), the Digital Transformation Programme, and Vision 2040. It sets priorities for expanding ICT infrastructure, digitizing government services, strengthening cybersecurity, enhancing data protection and privacy, and promoting innovation across both the public and private sectors,” Katuuku said.
“We don’t know where exactly Lukwago is because his legal firm, led by Medad Ssegonna, tried to go to the Natete police station to report the case, but it refused. They proceeded to the CID offices, and the same thing happened. However, they decided to write to the CID headquarters about Lukwago's arrest and his incommunicado detention,” Lulume said.
“This is a place of sacrifice. The NRM is a party of sacrifice,” President Museveni said, warning against leaders who use public office for personal gain.
"We have carefully studied the National Budget for the Financial Year 2026/27 presented to Parliament on June 11, 2026, totaling UGX 84.39 trillion. After going through every figure and every allocation, we reached a conclusion that this budget was not written for the ordinary Ugandan. The budget was made for the comfort of those in power," Centenary said.
The ULS demanded the immediate and unconditional release of Advocate Lukwago within 24 hours, full disclosure of his whereabouts and condition, and a public commitment that lawyers will not be targeted for carrying out their professional duties.
According to officials, the repatriation was facilitated through cooperation between the governments of Uganda and South Sudan. Maj Gen Otto worked alongside Uganda’s Ambassador to South Sudan, Brig Gen Ronnie Balya, to secure the return of the former abductees, while South Sudanese authorities provided support throughout the operation.
"I have worked with Dr. Kizza Besigye, and he believes in working with everybody in the struggle against the life presidency and family rule. I think Bobi Wine believed in himself and his group, and they thought that only they would do the work; and everyone had to go home," Ssemujju said.
