New Education Service Commission Leaders Sworn In, Urged to Uphold Integrity and Excellence In Schools

Uganda’s education sector has recorded a significant leadership achievement as Hon. Opolot Jacob Richards was sworn in as the new Deputy Chairperson of the Education Service Commission (ESC), alongside Dr. Rosie Agoi, who joined the Commission as a member.

The swearing-in ceremony took place on 17th December, 2025 and was presided over by the Judiciary Registrar for Planning, Research, and Development, His Worship John Paul Edoku, highlighting the constitutional importance of the Commission within Uganda’s governance framework.

The newly appointed officials were urged to prioritize integrity, equity, and quality in strengthening the country’s education system.

In his address, Edoku emphasized the weight of responsibility placed on the appointees, noting that their legacy would be judged by the professionals they appoint and the outcomes delivered across the education sector.

“The nation will judge you by the quality of professionals you appoint to serve Uganda, and your success will be measured by tangible improvements in education outcomes, not just administrative performance,” Edoku said.

He further highlighted the quasi-judicial powers of the Commission, particularly in disciplinary matters, and urged the new members to uphold the principles of natural justice at all times.

Edoku called for decisive action against unqualified teachers, corruption, and indiscipline, stressing the need to recruit competent personnel to restore public confidence in the education system.

Echoing similar sentiments, the Deputy Head of Public Service, Jane Kyarisiima Mwesiga, who represented the Head of Public Service, reminded the appointees of the far-reaching impact of their decisions.

“Your decisions will define the character, capability, and resilience of Uganda’s education sector for generations, and the government pledges its full support to uphold professionalism and accountability,” she stated.

The Chairperson of the Education Service Commission, Rev. Prof. Dr. Samuel Abimerech Luboga, congratulated Hon. Opolot and Dr. Agoi, emphasizing that integrity is the cornerstone of the fight against corruption within the public service.

Established under Article 167 of the Constitution, the Education Service Commission advises the President on matters relating to education services and is mandated to appoint, promote, and discipline officers in the education sector.

The ceremony was attended by Justice Hellen Obura of the Court of Appeal, representatives from other constitutional commissions, and family members of the appointees.

As they assume office, their commitment to integrity, professionalism, and accountability will be pivotal in driving reforms, enhancing education quality, and securing a brighter future for generations of Ugandan learners.
