BREAKING: Kisaka, Two Other KCCA Top Officials Arrested over Kiteezi Landfill Disaster

The Criminal Investigation Department (CID) has arrested and detained the former Kampala Capital City Authority (KCCA) Executive Director, Dorothy Kisaka; the former Deputy Executive Director, David Luyimbazi; and the former Director of Public Health and Environment, Dr. Daniel Okello, following the Kiteezi landfill collapse.

The arrest, which was confirmed by the Uganda police spokesperson, ACP Kituuma Rusoke on Police social media handle, X, on Wednesday, October 16, 2024, resulted from the August 10, 2024, tragedy that led to the loss of lives of over 35 people, property destruction, and displacement.

“As we communicated on Monday, October 14, 2024, that we had summoned former KCCA Executive Director Dorothy Kisaka, former Deputy Executive Director David Luyimbazi, and former Director of Public Health and Environment, Dr. Daniel Okello,” he said.

According to Rusoke, the embattled officials were summoned and appeared at the CID headquarters in Kibuli on October 16, 2024, for questioning.

“The above have appeared at the @CID1_UG headquarters today, October 16, 2024, and engaged with our team,” he noted.

He added that the three officials will be arraigned in court and charged over the Kiteezi landfill collapse.

“Arising from the ongoing prosecution-led investigation, the three former officials of KCCA have been detained and will be arraigned before courts of law,” Rusoke said.

The IGG’s report clearly outlined the severe oversight and negligence exhibited by the dismissed officials.
