Mukono Official Arraigned for Defrauding Doctor of UGX 38 Million in Job Scam

The State House Anti-Corruption Unit (SH-ACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned Ronald Saaku Mugerwa, the Probation and Welfare Officer of Lugazi Municipality, before the Mukono Chief Magistrate’s Court.

Mugerwa faces charges of obtaining money by false pretense and conspiracy to defraud in a scheme that swindled Dr George William Mukisa out of UGX 38 million.

According to SH-ACU, the prosecution alleges that between January and June 2025, Saaku, alongside Dr Saadi Wataba, the Lugazi Municipal Medical Officer, and Mubarak Sekikubo, an LCIII representative from Nakisunga Sub-County, deceived Dr Mukisa by promising to secure him a Medical Officer position in exchange for the payment.

“The trio reportedly claimed the funds were needed to “facilitate” members of the Mukono District Service Commission (DSC),” SH-ACU said.

Saadi and Mubarak remain at large, with criminal summons issued for Saadi.

The case emerged following a whistleblower’s complaint on July 7, 2025, highlighting irregularities in the Mukono DSC’s recruitment processes.

However, Authorities revealed that the commission is under scrutiny for multiple similar cases involving extortion and bribery by public officials. Investigations into these related cases are ongoing.

Saaku has been remanded until October 21, 2025, as inquiries continue.

President Yoweri Kaguta Museveni has repeatedly condemned the illegal sale of public jobs, urging law enforcement to take decisive action against corrupt officials involved in such practices.

The SH-ACU, CID, and ODPP reaffirmed their commitment to rooting out corruption in public service recruitment, with further arrests expected as investigations deepen.
