MTN Uganda Commits Shs 50.55 Bn to Boost National Connectivity

MTN Uganda8 has contributed Shs 50.55 billion to Uganda Communications Commission’s (UCC)’s Universal Service and Access Fund (USAF), aimed at bridging the digital divide in Uganda.

The contribution represents the largest ever by MTN Uganda to the government-run fund, which supports the expansion of ICT services in underserved and rural areas.

“This contribution aligns with our licensing obligations, but more importantly, it reflects our purpose—to ensure that every Ugandan, no matter where they live or what they earn, can enjoy the benefits of a connected, digital life,” said Sylvia Mulinge, MTN Uganda’s Chief Executive Officer.

MTN’s remittance to the USAF has steadily grown in recent years, rising from Shs 36 billion in 2023 to Shs 42.5 billion in 2024, and now Shs 50.55 billion in 2025. Under Ugandan telecom regulations, operators are required to contribute at least 2% of their annual gross revenue to the fund.

The announcement was made during a stakeholder engagement event held Monday at the Uganda Communications Commission (UCC) headquarters in Bugolobi.

UCC Executive Director Thembo Nyombi commended MTN for its consistent support and noted the significance of the private sector’s role in driving national ICT goals.

In addition to financial contributions, MTN is investing in digital infrastructure and skills development.

Despite the country’s growing mobile subscriber base, now at 51 million, only 35.6% of users currently operate smartphones, according to the UCC’s fourth-quarter 2024 report. MTN has increased smartphone penetration on its network from 39.1% to 44.9% in the past year through initiatives like MTN Kabode Supa and device financing partnerships.

The Universal Service and Access Fund, managed by UCC, is designed to extend communications services to marginalized populations. Funds collected from licensed telecom operators are used to improve network coverage, ICT infrastructure, and digital education across Uganda.
