Parliamentary Commission Vets Justice Singiza, Kania for Top JSC Role

On March 5, 2025, President Museveni appointed Singiza and Kania to their new respective positions, tasked with recruiting and disciplining judicial officers.

The Parliament Appointments Committee, chaired by Speaker Anita Among, has vetted Justice Douglas Singiza Karekona and Lady Justice Rosette Comfort Kania for the positions of Chairperson and Deputy Chairperson of the Judicial Service Commission (JSC).

On March 5, 2025, President Museveni appointed Singiza and Kania to their new respective positions, tasked with recruiting and disciplining judicial officers.

Speaking after the session on Tuesday, March 11, 2025, Speaker Anita Among confirmed her participation in the vetting exercise before promising a follow-up on the results of the process.

“The committee’s report will be submitted to the appointing authority,” Anita said.

Justice Singiza Karekona is replacing Justice Benjamin Kabito, whose term ended in January 2025 after leading the commission for nearly a decade.

Singiza Karekona, who holds a PhD in Public Law from the University of Western Cape and a Master’s in Human Rights from the University of Pretoria, has previously served as Chief Magistrate at Buganda Road Court.

His legal career also saw him preside over the unsuccessful applications for the release of opposition figures, including Dr Kizza Besigye, Obeid Lutale, and their lawyer Eron Kiiza.

Lady Justice Kania, on the other hand, nominated as Deputy Chairperson, replaces Justice Faith Mwondha.

Before her appointment to the High Court, Kania was the Director of Market Supervision and Compliance at the Capital Markets Authority, overseeing financial regulations.

Her extensive background in trade and investment law includes serving as a consultant for the East African Common Market Scorecard 2019 and as an advisor to USAID’s East Africa Trade and Investment Hub. Kania holds a master’s in commercial and corporate law from University College London and a bachelor’s in law from Makerere University.

The Judicial Service Commission comprises nine members, and the recent appointments address the leadership gap left by the departure of five officials in January 2025.

Speaker Among is set to communicate the committee’s decision to President Yoweri Museveni as required by law.
