
Uganda and Russia have reaffirmed their longstanding bilateral relations, with a renewed commitment to strengthening cooperation in defense and security.
This followed a meeting on March 27th, 2026, between the Minister of Defence and Veteran Affairs, Jacob Markson Oboth, and the outgoing Russian Ambassador, Vladlen Semivolos, who paid a courtesy call at the Ministry of Defence headquarters in Mbuya.
During the meeting, the two leaders held discussions focusing on the historical ties between Uganda and Russia, particularly in areas of defence collaboration and strategic security cooperation.
Hon. Oboth commended the ambassador for his role in advancing diplomatic relations between the two countries, describing his tenure as impactful.
“You are a credible ambassador who has represented your country in the true spirit of diplomacy,” Oboth said.
He also expressed appreciation to the Russian government for its continued support and partnership with Uganda, noting that such cooperation has contributed to strengthening the country’s defence capacity.
“We appreciate the continued support and partnership from the Russian government, which has significantly contributed to strengthening Uganda’s defence capacity,” the minister added.
Ambassador Semivolos, in response, reaffirmed Russia’s commitment to deepening its ties with Uganda and maintaining strong diplomatic engagement.
“I thank the Government and people of Uganda for the cordial diplomatic relations extended to me during my tenure,” he said.
The meeting showed the enduring partnership between the two nations, with both sides expressing hope about future collaboration in defence and security.
The visit was part of Ambassador Semivolos’ farewell engagements as he concludes his diplomatic tour of duty in Uganda, marking the end of his term characterized by close cooperation and mutual respect between the two countries.
