NCPD Launches Capacity Building Workshop for Lower Councils for PWDs

According to the NCPD, the training seeks to raise awareness among Lower Councils and the National Council on their respective mandates and responsibilities. Participants will also receive information on various government livelihood programmes to improve access and participation of PWDs in economic empowerment initiatives.

The National Council for Disability (NCPD) has commenced a two-day capacity-building workshop for Lower Councils for Persons with Disabilities (PWDs) in Arua district, aimed at strengthening their ability to effectively represent and advocate for persons with disabilities at the grassroots level.

The workshop, taking place from June 30th to July 1st, 2026, brings together representatives of Lower Councils for PWDs from across the West Nile region. It is designed to enhance their understanding of their statutory roles while equipping them with practical knowledge on government programme that promote the social and economic inclusion of persons with disabilities.

According to the NCPD, the training seeks to raise awareness among Lower Councils and the National Council on their respective mandates and responsibilities. Participants will also receive information on various government livelihood programmes to improve access and participation of PWDs in economic empowerment initiatives.

NCPD noted that the workshop will further focus on strengthening networking and collaboration among District Councils for Persons with Disabilities to enhance their capacity to effectively perform their functions. Organisers said stronger coordination among disability councils is essential in advancing the rights and welfare of PWDs at community level.

Another key component of the training is increasing participants’ understanding of their role in promoting the participation of persons with disabilities in electoral processes. The sessions will emphasize inclusive civic engagement and the importance of ensuring that persons with disabilities are fully involved in democratic processes.

The capacity-building initiative forms part of the NCPD’s broader efforts to strengthen disability governance structures across the country by empowering local leaders with the knowledge and skills needed to advocate for inclusive development and improved service delivery for persons with disabilities.

Through the workshop, the Council expects participants to return to their respective districts better equipped to mobilize communities, support access to government programmes, and champion the rights and inclusion of PWDs.
